Foreigners who meet the following conditions may apply for a private service residence permit (with emphasis on "start-ups"):

1, There is a willingness to innovate and start a business in Shanghai and the applicant graduated from China's institutions of higher learning as a foreign exchange student;

2. Foreigners who plan to invest or innovate and start a business in Shanghai;

3, Graduated in less than two years from key domestic institutions of higher learning or well-known overseas colleges and universities; outstanding foreign graduate in Shanghai who display innovation and entrepreneurship.

Secondly, the application procedures are as follows:

1. Submit a valid passport and original visa;

2. Submit the original and photocopy of the Temporary Residency Registration Form for overseas personnel registered with the current valid passport at the city’s police station or hotel (the city’s hotels need to issue the residency registration form to prove that the accommodation lasts for more than one month);

3, Submit the completed "Foreign Visa Document Application Form", provide a recent 2-inch half-body front-view photo without headgear;

4. Submit the health certificate (issued within 6 months) from the domestic Entry-Exit Inspection and Quarantine Department (persons under 18 years of age and over 70 years of age with valid residence documents are exempt from payment);

5, Submit an individual application or work unit application letter;

6. Provide one of the following materials consistent with the conditions of application.
