When the foreigner applies for a visa or residence certificate, he or she may quickly do so if the following conditions are met:

1. The applicant is a member of a foreign tour group who urgently needs to return to the home country and have to apply for a group visa separation;

2. Foreign crew members and their accompanying family members are in urgent need of application for residence documents to leave the country;

3. Foreigners who lost their passports, and urgently need an exit visa replacement;

4. Foreigners need to visit critically ill patients or attend a funeral;

5. Other special reasons to apply for emergency visas or residence permits.
