Overseas Chinese working in the Zhangjiang National Independent Innovation Demonstration Zone or China (Shanghai) Free Trade Pilot Zone  (referred to as "dual-self") or in the establishments approved by the State Council of "mass entrepreneurship, public innovation" demonstration base ("dual-creation") units that have completed 4 years of continuous work, have good tax records, and have actually resided in China for not less than 6 months per year can apply for permanent residence.
